In 1999, NCIMS initiated a voluntary dairy HACCP pilot program fro dairy plants to test the concept that a HACCP program could function as an equal alternative to the numerical ratings that have been used for years to measure a plant's compliance. On January 1, 2004, this pilot program became an official voluntary alternative regulatory program to the NCIMS's traditional plant regulatory inspection program that is based on the Pasteurized Milk Ordinance (PMO). - U.S. Food and Drug Administration (FDA) on HACCP: vm.cfsan.fda.gov
