Sen. Lugar and House Reps Push to Add Risk Management Tools to Farm Bill
U.S. Senator Richard Lugar (R-IN) and Representatives Ron Kind (D-WI), Jeff Flake (R-AZ), Joe Crowley (D-NY) and David Reichert (R-WA) last Thursday announced introduction of legislation that would gradually change the current system of farm subsidies to a more cost-effective and market-responsive system using risk management and revenue insurance tools. Through the Food & Agriculture Risk Management for the 21st Century Act, or FARM 21, the legislators propose eliminating the Dairy Price Support Program and transitioning away from Milk Income Loss Contract (MILC) program payments to direct payments that contribute to savings in a dairy risk management account. "The bill would take a bold step to bring U.S. dairy policy into the 21st Century. IDFA has emphasized the importance of allowing farmers to use risk management tools and revenue insurance programs in our 2007 Farm Bill Blueprint, and we appreciate the momentum that these legislators have added to the issue by introducing FARM 21," said Chip Kunde, senior vice president.
